Visit to the SMB Winning Consortium by the delegation of representatives for the National Development and Reform Commission of the People
The delegation of representatives visits SMB-Winning Consortium for the National Development and Reform Commission of the People’s Republic of China (NDRC)
The inspector for the National Development and Reform Commission of the People’s Republic of China (NDRC), Mr WANG Jianjun led a delegation for a visit to Guinea from 18 th to 20th of April 2018.
The delegation was composed of senior NDRC officials, representatives from the three financial institutions who participated in the Sino-Guinean Framework Agreement signed in September 2017, and representatives of three mining companies and members of four infrastructure construction companies.
On April the 19th, Mr WANG Jianjun and his companions visited the SMB’s operating sites as well as the WAP harbour area at Dapilon. In the area of mining rehabilitation, Mr Wang Jianjun was able to see the progress of the SMB in its reforestation plan and highly appreciated the exercise regarding social responsibilities by the SMB Winning Consortium. At the port of Dapilon, WAP Director General, Mr YUAN Guoliang and the General Director of WASE, Mr XU Xin presented the port operations and construction capabilities of the WAP ship repair capacities.
The on-site general coordinator Mr YU Tao, presented the delegation with the history of the SMB Winning Consortium project in Guinea, as well as the prospects for the future project “One Road, Two Factories and a Passageway” (i.e. the railroad, the alumina refinery, the Winning Africa Shipyard Engineering and the maritime transport between China and Guinea).
After listening to the presentations, Mr WANG congratulated the teams of the SMB Winning Consortium and the investments partners for their three years in Guinea and for the finalisation of the whole of the works and production of the exploitation sites within the given deadlines, as promised to the Guinean government.
The commissioning of the project has been a great success. To this day, the river terminals are operational and the construction of the railway is being studied. The Consortium project model in Guinea can be presented as a good example and generalised. Mr WANG also proposed establishing a Chamber of Commerce or Business Association to strengthen coordination and cooperation, to discuss major projects and infrastructure constructions.
Mr Wang also said that companies should focus on the relationship with local people and the exercise of societal responsibilities. All businesses must come together to promote economic and social development. Mr Wang believes that now that the SMB Winning Consortium has initiated and consolidated its project, many Chinese companies will enter Guinea in the future, which will contribute to the strengthening of future cooperation.
On the 20th of April, the NDRC delegation made several official visits, including to the Presidential palace, to the Ministry of Mines and Geology, the Ministry of State and the Ministry of Finance. The delegation has also communicated with the President Mr Condé, with the Minister of State Mr Kassory Fofana, with the Minister of Mines and Geology Mr Magassouba regarding the progress of flagship projects of the Sino-Guinean cooperation, particularly in the mining and infrastructure construction. The representatives of the SMB Winning Consortium were invited to participate in all these meetings as they participate in one of the most significant mining projects in Guinea.
During the meeting with President Condé, it was mentioned that Guinea would build the special economic zone in Boké, according to the proposal and the plan designed by the SMB WINNING Consortium, hoping to get the support of the government and that of Chinese companies. Mr Wang expressed the Chinese Government’s full support for skills cooperation with countries like Guinea, and hopes to combine China’s transfer capacity with the demands of the emerging countries.
The Chinese government supports all types of companies to establish industrial parks abroad in order to develop industry. Mr Wang said that cooperation between China and Guinea is not limited to the September 2017 framework agreement and that Chinese companies should be encouraged to adopt the BOT system to invest more flexibly in Guinea.
After the visit to Guinea, the NDRC delegation left Conakry on the morning of April the 21st to visit the Ivory Coast.
The SMB Winning Consortium consists of HongQiao Group, Yantai Port Group, Winning International Group and UMS (France). Building on the rich mineral resources in Guinea, the SMB Winning Consortium develops a logistics chain that includes, the exploitation and sale of bauxite, the construction and the operation of river terminals, land transport to shipping, and shipping bauxite to China and its companies.
Since entering Guinea and setting up the production in 2015, production has undergone a strong progression. Through its cooperation with SOGUIPAMI, CHICO and the French company AMR, the SMB Winning Consortium achieved a production of 31 million tons in 2017 and aims to produce in 2018 a volume of 35 to 40 million tons.
